Mexico rose one slot to No. 22, while Costa Rica advanced six places to leapfrog the U.S. to No. 31.

Haiti is a big riser, up 14 spots to No. 65, while Panama, Jamaica and Honduras all rose several places.
The Top 18 didn’t budge, though eight nations rose slightly thanks to the Ivory Coast’s nine spot plunge to No. 28. This puts Hungary at No. 19 and moves Turkey into the Top 20.
Big winners: Haiti, Palestine (up 21 to 110), Korea DPR (up 18 to 95), Saudi Arabia (up 20 to 55)
Significant drop-offs: Libya (down 24 to 105), Zimbabwe (down 23 to 131)
