The 10th-ranked prospect in ESPN's Top 100 for the high school class of 2012, Smart played college basketball at Oklahoma State for two seasons for head coach Travis Ford after a prolific career at Edward S. Marcus High School. Smart was a McDonald's All-American and Mr. Basketball in Texas as a senior.

Smart chose to play for the Cowboys over Oklahoma, North Carolina and Texas.
During his two years in Stillwater, Smart was consensus All-American second team and Big 12 Player of the Year as a freshman and was All-Big 12 and Big 12 All-Defense twice. However, Oklahoma State failed to win an NCAA tournament game with Smart on campus, losing as a No. 5 seed to No. 12 Oregon, 68-55, in 2013 and as a No. 9 seed to No. 8 Gonzaga, 85-77, in 2014.
Over two collegiate seasons, Smart averaged 16.6 points per game, 4.5 assists per game and 5.9 rebounds per game on 41.3% shooting, including 29.5% from 3-point range. Following Oklahoma State's loss to Gonzaga in 2014, in which Smart exploded for 23 points, 13 rebounds, seven assists and six steals, he declared for the NBA Draft.

Smart is the son of Billy Frank and Camellia Smart. Camellia passed away from a battle with cancer in 2018 at age 63. He has one brother, Michael, and two half-brothers, Todd and Jeff Westbrook. Todd died of cancer in 2004 at age 33.
